Zimmerman/Volk residential market potential
The purpose of this study is to re-examine the market potential for newly-introduced market-rate
housing units—created both through adaptive re-use of existing non-residential buildings as well
as through new construction—that could be leased or sold within the Community
Redevelopment Area and within Downtown Pensacola, City of Pensacola, Escambia County,
Florida. The original study was published in February, 2004.
For this update, Zimmerman/Volk Associates re-evaluated the following:
- Where the potential renters and buyers for new housing units in Downtown Pensacola and in the Study Area are likely to move from (the draw areas)
- Who currently lives in the draw areas and what they are like (the target markets)
- How many have the potential to move to the Downtown and to the Study Area if appropriate housing units were to be made available (depth and breadth of the market)
- What their housing preferences are in aggregate (rental or ownership, multi-family or single-family)
- What their alternatives are (new construction or existing housing stock in Downtown Pensacola and in the Study Area and in nearby areas of Escambia County)
- What they will pay to live in Downtown Pensacola and in the Study Area (marketrate rents and prices)
- How quickly they will rent or purchase the new units (absorption forecasts over the next five years).

The Downtown Residential Census & Survey is sponsored by the DIB Housing Committee to help with the following goals:
- Get an accurate count of the number of households within the survey area
- Obtain feedback from downtown residents about what will improve the urban living environment of Downtown Pensacola and make the area more attractive to residents
- Measure trends and track the process of ongoing downtown development efforts
- Create a third-party database of information for prospective business tenants and both business and housing developers interested in establishing or growing a presence in Downtown Pensacola.
This research is based on a 95% accuracy rate and was compiled between August and September 2008. All graphs represent percentages found in downtown residential population and are based upon results from research.
The sub-districts are arbitrary districts defined by the DIB to make data comparison more representative. They do not represent any actual neighborhood boundaries or neighborhood association boundaries.
